Actually it's not the IrDA modules that are missing, it's the LIRC one -
kernel-module-lirc-sir, so it's not as critical, and until 1.2.3
Opie-Remote was almost unusable anyway. It would be nice to have it built
for 0.8.4 on h3600 at least though, and it shouldn't be too difficult
since it built and worked OK in 0.8.2.

For h3900 the story is different - AFAIK the driver for consumer IR on
that device hasn't even been written, and it's probably not worth even
looking into for 2.4.

IMO for h3900 the bigger 2.4 kernel-related issue is this one, which you
have already seen:

When testing for 1829 I was sending files to an old Palm III. I've just
done some more testing, sending contacts to a phone and a PocketPC
handheld (from my h3970 this time) and I was able to get it to die after
about 3 or 4 successful sends each time. This is still with Opie 1.2.1
though.
