First 1)  has been tried by someone, see this page:

2)I think it is useful for Linux Mobile Phone just as Wine for Linux
Desktop, but maybe too difficult to emulator enough Symbian OS API, but
there is a related project called GNUPOC which makes it possible to develop
EPOC applications on your GNU/Linux machine.
And it is reported that "DoCoMo develops Linux, Symbian common software
platform"
