1. Reactos is a Windows-NT binary compatible operating system that is
neither portable to arm nor has it anything in common with the Windows
Mobile API.

2. GnuPoc is a project to allow developing applications for Symbian _on_
a Linux machine, not _for_ a Linux machine.

3. Wine itself is not portable to arm nor would it help because it has
little in comming with the Windows Mobile API.

4. Even _if_ you would be able to come up with an emulation layer after
a couple of years, there is are still two major showstoppers:

  a) it would be huge and slow. Unbearably. Noone would like to use
that.
  b) you would open a pandora's box of licensing issues.

So... there is no practical way to run windows mobile apps on Linux
smartphones and my recommendation to not waste time thinking about it
still holds. YMMV.
