Tab Colors in Opie 1.2.1

Does anyone know how to change the tab colors in Opie? I seem to recall them changing based on the preview on the Appearence settings Sample window but no matter what coloe I seem to change, the tab colours and scroll bar color stays the same "grey". I'm using the Liquid theme if that has anything to do with it.
