If a public holiday is on a particular calendar day, and that day falls on a weekend, then THAT (weekend) day is a registered public holiday day, then you ALSO get a day off on the next available weekday (obviously monday). So technically, for those cases, you need TWO entries. How does a repeat create two days out of one?
