Getting to android from Palm Desktop and a Tungsten

 Hi I am starting from a Tungsten and Palm Desktop by Access 6.2.2 on my Windows 7 64 bit machine.  I have the driver that lets you direct sync from USB to Win 7 64.  I see you have an app for Android. Reading it it sounded like to use the android app you need the $20 application for Windows. Is that right?  Or can I get the stuff to the Android from Palm Desktop?  
 In general how does it get between the computer and the phone?  
 My phone is about out of ROM. Can the app work on a flash card or does it have to be in on board ROM?
