Icon from .bmp

On my last PDA, a Sony Clie, I made LOTS of icons with no problems; on
my current PDA (Palm Tungsten T5), however, I've had no luck. I have
tried transferring correctly-sized .bmp's via "Drive Mode" and "Card
Export II". I put them in the correct directory on the memory card.
And every time, when I try to "import from .bmp" I get the error
message that the file "is not a proper BMP format file. Maybe HotSync
converted it to a JPEG."   Which would be ok, if I had used HotSync.
Which I didn't. Ever.

Does anyone know what I am missing here?
