Design icon with mac

How can I design icons using my Mac OS 10.4.11?  I have PhotoShop and
AppleWorks Draw and Paint.  If I do a bitmap, how do I convert it to
prc?  And the reverse, is there a way to open the Backup prc file and
work on it on the computer?
