reordering icons / corrupting the file

Using Icon Manager (v1.6b, build 7109) on Palm Tungsten T3, I edited 
Icons-IAMBIC, the default icon set for Agendus for Palm OS (standard, 
v9.04) and Agendus for Windows (standard, v2.07, build 875).
I have added icons from other sets and deleted icons many times in the 
past and had few problems.
Now I have tried several times to reorder the icons so that ones in the 
same category (or theme) are grouped together. (Makes it much easier to 
find a particular icon.)
When I've spend a lot of time changing the order, I SELECT ALL, SAVE 
AS "Icons-NEW" and SAVE CHANGES I've made to set. Then I DELETE Icons-
IAMBIC and RENAME the new set (Icons-NEW), calling it Icons-IAMBIC. I 
sync, specifying "handheld overwrites desktop" on Calendar and Iambic 
Agendus Extras conduits.
On the computer, I see that in both the Agendus and Palm backup 
directories Icons-Iambic.prc has been updated.
BUT on the handheld, the icon set is corrupted and incomplete when 
accessed from Agendus. On the desktop, I have all the icons, but in the 
old order. The new set is perfect when viewed in Icon Manager.
HOW DO I GET MY ICONS BACK on the handheld???
