IPKG: cannot create directory //home/tmp/ipkg/demo

I'm trying to create an IPKG for the 1st time. I used ipkg-build and it ran with no errors. When I copy it to the Z and run from the command line, I get:

mkdir: Cannot create directory '//home/tmp/ipkg/demo: permission denied

I've ran the ipkg-build script as a user as well as root (on the development pc) and I get the same thing.
>From a terminal (on the Z) I tried to create a directory in /home/tmp/ipkg and I get the same "permission denied" message. Am I doing something wrong? I'm using QPE with the new (3.10??) ROM that's just been released. Any help would be greatly appreciated!
