Can't upgrade ROM

I have a 5500, running the UK 2.39 ROM, & wanted to try the tkcROM.

Using the C/D/Reset installation method, with a 64MB CF card, both
lights come on, but after about 2 minutes they start to flash.  When I
boot, it attempts to use the new ROM but can't find all the files.

Exactly the same thing happens, when I try Sharp's 3.13 ROM.

Re-installing 2.39 also gets the flashing lights, but it boots correctly.

I have reformatted the CF, re-downloaded the software, & even tried bad
language, but nothing helps.

Any suggestions would be much appreciated.
