You could try using a software layout which doesn't require windows
permissions (if you are allowed to execute more than just a selected few
applications).

Take a look at Autohotkey (http://www.autohotkey.com). We at aoeu.info
have created a version for the Svorak layout
(http://www.aoeu.info/images/keys.png). You can try it out here:

You can also take the autohotkey script it is built from and modify it
to suit your needs:
