The short answer is: no.

But, the pertinent answer depends on: Have you learned to touch-type?

All modern operating systems support multiple layouts via software; if 
you can touch, you're probably not looking at the keys anyway, so it 
won't be a problem.  Just set your default keyboard to Dvorak and off 
you go.

Good luck with your laptop search.  FYI, I've heard of many problems 
with Toshiba's having their HD die just after the warranty expires, you 
might want to check out consumer reports & other web-based critiques 
before plunking down serious cash.
