Dvorak international layout for Windows XP

As far as I could find out this link was never posted to the list before:

There are many keyboard drivers on there for different flavours of 
Dvorak, and other layouts. I especially like the "United States-Dvorak 
International Alternate", because:
- it allows me to easily type every wéïrd chãraçtEURr I would desire
- it doesn't, like the default "US International" layout, make <'>, <">, 
<`> and so on into dead keys. The problem with that is that trying to 
type "e" including the quotes like this: <">, <e>, <"> would produce 
this: ë". Very annoying, especially when programming because you're 
writing quoted strings all the time. The workaround for that would be 
<">, <space>, <e>, <">, but that requires you to think about it every 
time you type a special character.  The alternate layout requires you to 
use the right Alt or Alt Gr key with the modifying character, which is 
just as easy. And just typing a <"> directly produces a " like it should.
- it's Dvorak AND international. I used to switch back and forth to "US 
international" to type a special character, thereby having to switch my 
mind to Qwerty and back to Dvorak again. But not no more!

Effectively this, together with mapping caps lock to backspace 
<http://www.usnetizen.com/fix_capslock.html>, has made my typing life on 
the Windows platform perfect :)
