It's been a long time since I tried painting keycaps, and I got  
similar results, except I _only_ painted the caps, so the mechanisms  
didn't get sticky at all.

I know there's _some_ sort of plastic primer out there because I have  
a can around here somewhere.

To knock off that greasy feeling, first be sure the paint dries  
completely--I think acrylics dry better and harder than enamels. Then  
I would de-gloss the key tops by scrubbing with a sponge or cloth,  
water, and a fine abrasive like Bon Ami powder. That should make them  
feel better to the touch. Just be careful not to scrub the paint off  
entirely.
