rather than mandatory switching I think it should be prohibited from 
forcing one to use one or the other (such as standardized tests) and that 
both should be avaliable and taught.

as soon as you "force" something you get a push back.

qwerty touch typist for 20+ years switched cold turkey been Dvorak touch 
typist for 10+ years.
