Perhaps I have not made myself clear.  While I do believe strongly that the Dvorak be made the national standard there are many ways of achieving that goal.  It can be done in phases. Yes, assuring universal access to the Dvorak arrangement is a good and logical first step. And I defer to you as I am not aware of many of the studies done on the subject.  That is why I asked the group to suggest planks to be included in the bill that I submit to Congress.  I am sure that within the group there are many ideas as to what and what not to include in the bill.  Marcus your input is especially important.  Here is the question for you and all other members of the group.  "If it were up to you to propose action for Congress that will eventually lead to making Dvorak the national standard just what action would you propose"?
