If this is CANOpen, then ID=0 is an NMT message for a state change, but it takes two data bytes - one for the new state and one for node id.
NMT services are generally unconfirmed and if the request is correct, the state will change.  If the request is invalid (ie your DLC should be 2, not 0). I'm guessing nothing will happen.

The simplest approach would be to ignore an undefined yet correctly formed message, (correct number of bits, good CRC, EOF, etc).
If the concern is about system degradation due to bandwidth consuming, high-priority junk, then a communication error status could be set.
