a question about pream function

Hi,all, in the open source gps code ,there is a line in void pream(char ch,char bit) function in gpsrcvr.cpp:
ch_epoch_load(ch,(0x1f&ch_epoch_chk(ch))|0xa00); ///// cwk
what's the purpose of this line? why write CH 20ms counter with "0xa"? I think the value should be zero?
