Thanks for the information.  Do you have the QSYS38 library on your 7.6 system?

I discovered that we execute our DFU’s using the CHGDTA command.  Apparently, the system 38 DFU’s have an attribute of DFUEXC and the newer ones have DFU.  If it has the DFUEXC attribute, then it uses the command from QSYS38.  Otherwise, the command from QSYS is used.

Kind of two different things.
S/38 utilities was mainly commands that used to be in a slightly different
format than the 3x3 verb/noun or the 3x3x3 verb/adjective/noun that we use
on IBM i.

DFU is different. Now, there may have been some S/38 Utilities version of
the DFU commands. So that may be why you're thinking of S/38 Utilities.
But what really concerns you is this:

Now, "not supported" does not mean "removed".
