The signals are RCMM or Nokia32. This does not decode one bit at a time on one of two bursts (ZERO and ONE), but decodes TWO bits at one of four bursts (ZERO, ONE, TWO, THREE). IIRC, Lirc can handle this on reading, but it was never implemented for sending. Other than this, the files are fine, and import without problems in IrScrutinizer.
