These days, less and less people are compiling programs. Most use the 
packages provided by their distributions -- see for example the posts in 
this list from the last few years.

In the vein of "Internet for things", it _is_ an issue to support very 
"thin" systems. This can and should be handled by cross builds.

There are much more important (and interesting) tasks than to keep the 
build environment minimal.

Just my 0.02€.
