Indeed, this question is basically "How do I disable a kernel 
module/device?" As such, it isn't really related to lirc, which these 
days is built on top of the kernel.

So you might be better off asking on a kernel list or forum. That said, 
you might be interested blacklisting the IR modules in /etc/modprobe.d - 
as long as you have a stable installation that should enough to properly 
disable all IR stuff if you just check the modules loaded today.
