Your matter is Debian specific.

It may not be a bug, depending on how you have initiated your installation
(the very very first steps of installation; the verbosity of apt and dpkg
can be tuned at the time you boot the install CD). This verbosity level
can be adjusted later, after install, but I don't know how. I just know
there are levels which are designed to ask absolutely no questions for
admins who script installation/update of machines on very large scale. You
may have tuned your box for a low verbosity level by accident.

This can also be tuned by env variables and arguments.

Here are some examples:

echo 'Europe/Paris' >/etc/timezone
timedatectl set-timezone 'Europe/Paris'
dpkg-reconfigure --frontend noninteractive tzdata
DEBIAN_FRONTEND=noninteractive
apt-mark hold raspberrypi-bootloader
aptitude hold raspberrypi-bootloader
apt-get update
debconf-set-selections <<< "console-data   
console-keymaps-amiga/keymap    select
[we don't care details]
console-data    console-data/keymap/policy      select  Select keymap from
arch list"
/usr/bin/apt-get --no-remove --yes install apt apt-utils
/usr/bin/apt-get --no-remove --yes install vim

... I have to use several env vars, and conf files, and arguments.

This will guide you to documentations where you can ask for high verbosity.
