Can't get IR Blaster working with LIRC 0.9.4c

For a long time I was running on Devuan jessie (equivalent to Debian
jessie), and everything was fine.  I was using a serial IR blaster with
lirc.

I recently updated to Devuan ascii (equivalent to Debian stretch).  The
IR blaster no longer works.  When I try to send something, I get the
error:

  transmission failed
  Error running command: Input/output error

I've spent some time digging around, to no avail.  I did find this:

which suggested to me I should edit /etc/lirc_options.conf and change
the line

  driver = default

to

  driver = lirc_serial

However, when I do that, lirc refuses to start; it doesn't know that
driver.

Can anybody help me here?  What do I do to get the serial IR blaster
working, other than reverting to an earlier version of devuan?
