lirc being broken was finally raised as a bug in [1]. As evident from
the bug the statement "lirc is broken" is plain wrong.

However, some users have had problems doing a correct upgrade. The
upgrade requires manual steps as described in
/usr/share/doc/lirc/README.Debian.gz.

As a starter, have you made the upgrade as described herein?
