At https://irdb.globalcache.com/ there is a "Cisco ISB7000 IPTV 
Receiver". So I got that, imported it into IrScrutinizer, and exported 
to lirc format, enclosed.  The protocol is Nokia32, also called RCMM 
(actually not really equivalent), and it is known for being a challenge 
to decode, since it is decodes two bits at a time, decoded on four 
different pulse/pause pairs.

Anyhow, irrecord fails here miserably. It does not even fail gracefully 
but produces useless garbage. (Forcing it into raw mode might be an 
idea.) You can also use IrScrutinizer instead of irrecord; irtoy is 
supported directly.
