You are having disturbances. Try to block out external light, in 
particular sunlight and fluorescent lamps. A capacitator (100nF for 
example) between plus and gnd on your receiver never hurts, probably pin 
2 and 3 on your TSOP*38.

Also, some IR receivers are better at blocking disturbances than other, 
see the Vishay data sheets, for example
