I had this effect when the carrier frequency demodulation of the IR receiver (TSOP38* offer different carrier frequencies) did not match the IR signal frequency (455 kHz in my case). Which TSOP38* do you have? Does its carrier frequency match the carrier frequency of your IR source?

PS: This is not a possible explanation for getting signals in complete darkness.
