Alright, since you seem to prefer IrScrutinizer I've installed it on Pi 
B and simply connected to the DE using VNC. I'm assuming with "3 
repeats" you mean using -# 3, although it's probably not any different 
to just SEND_ONCE thrice in a row. You're probably interested in the 
exported .girr file, correct? I'll attach it to this email, hope I did 
the capturing right. =] This is again using volume down from Pi A, with 
-# 3 as mentioned.

Also, I actually downgraded my Pi A back to kernel 4.14 (by restoring 
from the image backup I made beforehand) because 4.19 comes with gpio-ir 
instead of lirc_rpi, and the former seems quite unstable/unreliable. I 
usually have to send one command 4-10 times (not counting any -# x 
flags) before a device responds just *once*. This is most likely not an 
issue that belongs here but I'm just mentioning it for completeness.
