The 7805 voltage regulator drops any supplied input voltage to 5V. The 7805
has a maximum voltage of around 25V. The drawback of using higher voltages
is that the 7805 needs to drop/lower the voltage more, it does so through
heat. The higher the voltage you use the more heat will need to be
dissipated by the 7805. However, the heat generated is also proportional to
the amount of current or power being used, and in this case the IR diode
draws a small amount. As such I would say 12V is safe to use, worst case
add a small heatsink to the 7805 Regulator.
