HTML Docs and WX helpers now disabled by default

Hello,

as discussed, Rev. 6122-6124 now disable the build of the HTML Docs and WX
helpers by default. This relieves new users from the need to provide the WX
build enviroment and the tedious build of the HTML docs. A Readme.svn is
now provided how to enable the build of those functionality again.
