[EE] Outdoor PTZ security camera modules?

I'm seeking information on low cost outdoor PTZ security camera modules -
perhaps of the Asian variety. Ethernet or preferably some flavor of
wireless. PTZ optional, outdoor required. Probably need a defroster.

The cheapest commercial quality module that I can find cost approx USD
$300. There are plenty of ~$50 consumer products that are reasonably priced
but require a subscription service.

I feel as though I am missing out due to the language/culture barrier.

This is intended to be a bit of a combination of a personal (right now) and
a commercial product (in the distant future).

I'd be happy to hear anyone's input on cheap outdoor camera modules.
