You could "lap" it using a fine grit abrasive such as aluminium oxide or 
silicon carbide (commonly used in lapidary). Put some abrasive and water 
on a sheet of glass and rub the PCB on it. You can remove very small 
amounts of material this way.

I've used acetone to eat epoxy but it might take a while.
