TINI is hanging-up????

Hello, everyone! I have device that generate some impulse on ExtInt pin ( As I remember its number is 23) every 300 ms. In java code I set trigger to catch this Interruption. When I begin to make some actions in externalInterruptEvent(), signal on ExtInt pin change its value to logic 0 (recessive). My externalInterruptEvent() make some calculations and call native function which read some data from PCE0. I use oscillograph to watch the time between the moment of interrupt generation and the moment when I read needed data. Sometimes I see that this time exceeded the interval of 300 ms. Real actions in externalInterruptEvent() takes about 20 ms maybe a bit more. As I know the process context swithes every 8-10 ms, does that mean that TINI is hanging up??? If its true, then how can I avoid that moment, or how can I know that this moment has happened. If I would know that I could say that data is wrong.
