The book was written for the 1.0x firmwares, it sounds like you are probably
using the 1.1x firmware.  Try a command line more like this:

java BuildDependency
      -x %TINIDIR%\bin\owapi_dep.txt
      -p %TINIDIR%\bin\modules.jar
      -f bin
      -o bin\HelloWeb.tini
      -d %TINIDIR%\bin\tini.db
      -add HTTPSERVER
