Since the module is running in non-muxed mode, the ALE is not used for any fetches. I am under the impression that it will still toggle in the same way as muxed mode. I don't have any insight into what might be going on, but pulling down the ALE signal should not be necessary for normal operation. Have you checked the 3V power to the SRAMs?
