To get the MetaLink working, the following might help
- make sure you have the latest MetaLink firmware and software
- make sure the Keil project settings are correct. If in doubt, download
known good example programs from
ftp://ftp.dalsemi.com/pub/tini/ds80c400/c_libraries/index.html
- I was able to use the emulator with the following settings (the
MetaICE was sitting on top of a TINIm400)

Emulator configuration
  * XTAL1 clock source emulator, 14.7456 MHz
  * Operating Mode 2
  * Check merged code/data for all CE's except CE7, RAM chip size 2MB

Code memory map
  * Mapped to Emulator 0x000000-0x1FFFFF
  * Mapped to Target 0x200000-0xFFFFFF

XData memory map
  * Mapped to Target 0x000000-0xFFFFFF
