Already solved the problem. Here is the solution in case someone else
runs into this:

The censorship of the internal flash was in the following state:
ACCESS=0, FIC=0, and CENSOR[0..1] = 0. In this state you can still set
the censor bits. By setting one of the censor bits (important: not
both!), you can obtain access to the internal flash again. To set one
of the censor bits, you can follow the basic procedure as outlined in
the MPC563's user manual.
