I've acheived this without writing any code at all, just using the 
QuickStart configuration utility to select QOM mode on a TPU channel 
and entering appropriate config ram entries. Then you just init the TPU 
and run the channel using the API commands. Note that you will need 
twice as many TPU ram entries as teeth on your 'wheel' which means for 
e.g. 36-1 you will need to use 72 so it pretty much takes up a whole 
TPU by itself.
