A mask is a device which is used to create the semiconductor chip. When 
you do a layout change, you create a new mask. The number of the mask 
that is used to create the part is stamped on the top of the part. Hence 
you can track changes to the chip by the mask number. In addition, 
errata for a part are usually tracked by mask number. Revision numbers 
are different things. They ususally represent a change in the design 
specification. This of course would also force a mask change.
