169time is an upgrade that a private company has designed for some satellite receivers that gives you a FireWire output to allow recording of the signal. You ship your receiver to them and they modify its hardware. You then connect a (new) cable from that receiver to a dedicated PC that you also receive as part of the package. The PC converts the MPEG data into an ATSC transport stream, suitable for recording on a D-VHS deck or other recorder.
