Can't reboot net6501-70 even from the BIOS monitor.

I have a net6501-70. BIOS 141c. My original problem is that reboot from Linux doesn't work, but I discovered the issue is more fundamental than that. If I cold boot the box (i.e. pull the plug), it boots into Linux fine. If i cold boot the box (i.e. pull the plug) and jump into the monitor, issue the "reboot" command the, I find box is totally hung. Red error LED is on. Reset does nothing. Ditto for trying the reset command from the uManager. Nothing happens. Red error LED is on. A full power cycle (power off; wait; power on in uManager; or pull/insertg the power plug.) is the only way to get it to boot again. Power supply is Soekris supplied power brick. I also tried a newly purchased Soekris power brick. No change. Drive attached to the Net 6501 is KINGSTON SNVP325S264GB, AGYA0201.
