This one is relatively easy to at least partially answer.  Not all the code
is TB's. Some of it is licensed from MS.

That part at least they couldn't "open-source" even if they wanted to
release the rest.

The web server parts are licensed from Go Ahead Software. Go Ahead
webserver is interestingly enough open source product.
