Could you tell us about the business model for the designers?

Is this a site where someone, say, wanting a trademark would put out  
some sort of information and people would design something and then  
the client would choose one and pay a fee for it?

Would the fee paid be much higher than a customary fee for such a job?  
If ten designers do a job on spec then the "winner" would have to get  
ten times the normal fee for the 1:10 bet to be worthwhile.

Or would someone put out a request and designers would compete based  
on price? How would this not drive prices way down for any designer  
involved?

Or is there some other plan?
