Although many competitions do give one award per category whether there 
are multiple deserving entries or no deserving entries (I've been the 
juror in a case of each of those), a well-considered show may have 
categories for the sake of making sure the right people give each entry 
the right sort of attention but not as a balkanization of attention or 
praise. Comparison is inevitable but one would hope that entries are 
not really judged against each other but rather against some idea. That 
would leave the judges free to decide that there were, for instance, no 
desktop applications worthy of being singled out for attention but 
there were several games for phones.

The problem, of course, is that the judge who recognizes excellence in 
a web-based information display may not be the best judge of CD covers. 
How does one set up a system where the right judge is judging any 
specific item?
