That's a bit of an abstract question, but here is a try at an answer: You may have to take into account mistakes that the user may make. For example would you allow a user to put white text on a white background? It also depends on what the user is allowed to control in the design itself. It also depends on who the user is and what they know. If you want to see a good real world example of this in action create a myYahoo! account and see how they allow a user to customize the look of their experience.
