I can see how you can get a list of new newsgroups from the server, but I don't
know how you would get a list of deleted ones.  Hence my proposed solution, 
which would do both.  But then, it has been almost 4 years since I ran a
news server, so I may just have forgotten how it all works...  (And no, I 
don't miss running one at all, I'm very happy letting someone else handle
that pain)
