I don't know of an automatic way, but there is a plug in, select the
text inclusive quotes and press alt-i.

New texts click the check-box for i18n - it would be nice if this could
be ticked by default (Riaan, are you listening :))

I use poEdit (http://www.poedit.net/ ) which generates the .po files (if
you use the Catalogs Manager, it does it for all languages) and it is a
nice editor for the people to do the translations.
