Tagging of CVS modules for Release 1.1.8

All:
I tagged (back tagging in fact) the CVS modules for release 1.1.8, doing
a careful diff between the source drop, and the CVS as dated on
2006-04-20.
Note that there is still one (minor) difference between the release
1.1.8 and tagge versions.
The net.sourceforge.phpdt.smarty.ui was renamed (as the filesystem level
) since as  net.sourceforge.phpeclipse.smarty.ui. Apart from that, we
have a proper tag now.

The tag is : release1_1_8_20060420
